el centro piloto que se fundara en el municipio de Pereira necesariamente estará localizado en la hoya hidrográfica del rio Otún y en sitio próximo a su nacimiento, donde se disponga de terreno y de vías de comunicación apropiados, pues esa región es típica en la despoblación forestal y en la perdida apreciable del caudal de aguas.
