Art. 8.° Respecto de los pagos que el Gobierno estuviere obligado á hacer en numerario y tuviere que hacer en billetes del Banco Nacional, el Secretario respectivo podrá ordenar, si lo creyere equitativo, el pago de la diferencia que exista entre el numerario y el billete de Banco. Para la estimación del precio de éste los Secretarios se atenderán al certificado que les presenten los interesados de los Gerentes del Banco Nacional y del Banco de Colombia ó del de Crédito hipotecario.
