º Modificase el artículo 1 º del Decreto 140 de 1994, modificado por el artículo 1 º del Decreto 273 de 1994, el cual quedará así: "A partir de la vigencia del presente, Decreto y hasta el 29 de mayo de 1994, congélense las plantas de personal de los ministerios, departamentos administrativos, superintendencias, establecimientos públicos unidades administrativas especiales y empresas industriales y comerciales del Estado del orden nacional".
