º. Mientras dure la actual emergencia, y con el objeto de evitar indebidas especulaciones, podrá el Gobierno señalar precios máximos para la venta de materiales y mercancías que se encuentren en el caso previsto en el artículo 4º y para la venta de drogas y organizar el registro de las existencias de tales artículos en el país, determinando las sanciones en que incurran los infractores de los respectivos reglamentos.
