Si los aportes o prestamos que el Congreso apropia en el Presupuesto Nacional para un Establecimiento Público Nacional no corresponda a los ingresos o al destino que figuran en el presupuesto de ese establecimiento, el Ministro de Hacienda, oído el representante legal del Establecimiento Público y el Departamento Nacional de Planeación, si fuere el caso, reformará el presupuesto del Establecimiento Público en la forma necesaria para equilibrar sus ingresos y gastos.
