Si el Gobierno no pudiere contratar la administración y explotación de las minas en la forma determinada por los artículos anteriores, procederá a administrarlas directamente y con el concurso de la Junta de Hacienda creada por esta Ley, y en este caso se le faculta para crear los empleados que sean necesarios y señalarles la remuneración correspondiente.
