Las ordenanzas y acuerdos que versen precisamente sobre presupuestos departamentales y municipales, lo mismo que los proyectos relativos a las materias incluidas en el articulo anterior, dentro de la orbita de las atribuciones constitucionales y legales de las corporaciones correspondientes, podrán aprobarse, igualmente, por mayoría absoluta de votos.
