Mérito para la apertura de la investigación. Cuando en desarrollo de las diligencias preliminares se establezca una conducta susceptible de constituir falta disciplinaria y exista por lo menos una declaración de testigo que ofrezca serios motivos de credibilidad, o un indicio grave, o un documento que pueda comprometer la responsabilidad administrativa de un educador, la respectiva Junta Seccional dictará auto de apertura de investigación disciplinaria.
