La enseñanza será gratuita, a razón de diez horas por semana, en los mismos locales destinados para escuela primaria durante cinco meses del año. En este periodo el número de horas habituales de clase consagradas a los niños que hacen sus estudios primarios será reducido en diez horas por semana, reducción que se consagrara por parte de los maestros a la enseñanza pos-escolar.
