La autorización que confiere al Gobierno la Ley 15 de 1876, para conceder licencias de edificar en terrenos de bajamar, queda reglamentada por lo que se dispone en los seis primeros artículos del presente Decreto, referentes a licencias para construir. Se derogan los Decretos números 160 de 1894 y 164 de 1901.
