Aprópiase para atender los gastos del Gobierno Nacional, durante la vigencia fiscal del 1° de enero al 31 de diciembre de 1978, una suma igual a la del cálculo de las Rentas y Recursos de Capital del Tesoro de la Nación, determinado en el artículo por valor de ochenta y seis mil quinientos ochenta millones seiscientos diez y nueve mil pesos ($86.580.619.000) moneda legal distribuida entre las distintas Ramas del Poder Público, así:
