Las omisiones voluntarias ó por descuido en el cumplimiento de las obligaciones que se establecen en los artículos anteriores acarrearán, á cargo de los infractores y en defecto de estos á cargo de los dueños de los respectivos vehículos, las penas que á juicio de la Inspección ó Intendencia deban imponérseles, de acuerdo con los decretos ó reglamentos que dicte el Gobierno. Esto sin perjuicio de que sean cumplidas las obligaciones omitidas que originen la multa.
