Las pérdidas resultantes del manejo de la Cuenta Especial de Cambios deberán cubrirse con los recursos provenientes del Fondo de Estabilización Cambiaria de que trata el ordinal b) del artículo anterior. En caso de que éstos sean insuficientes, el Banco de la República procederá a abrir un crédito a favor del Gobierno Nacional, equivalente al faltante. Las condiciones de dicho crédito serán determinadas por la Junta Monetaria y su cancelación se hará con apropiaciones del Presupuesto Nacional provenientes de ingresos ordinarios.
