Auxiliase con la suma de treinta mil pesos ($ 30.000.00) la construcción de la Casa Nacional del Periodista, en la ciudad de Cartagena. La inversión de esta suma estará a cargo del Centro Literario El Bodegón de aquella ciudad, cuyo tesorero prestara la garantía que fije la contraloría general de la República.
