Para el efecto, el Ministerio de Comunicaciones invertirá los recursos cancelados por los operadores de telefonía móvil celular, en la ejecución del plan de expansión en dichos municipios, directa o indirectamente a través de Telecom, sus teleasociadas y de las empresas telefónicas locales.

El Ministerio de Comunicaciones podrá ampliar la cobertura del servicio telefónico a aquellos municipios que correspondan a las categorías quinta y sexta a que hace referencia el artículo 6° de la Ley 136 de 1994 y a otros municipios, en estratos uno y dos y a sus zonas rurales.
