Artículo primero. Los Consejos Intendenciales y Comisariales serán presididos por un Presidente, y falta de éste por un Vicepresidente, elegidos ambos por la misma corporación el día de su instalación. El Secretario del Consejo será un empleado de la respectiva Intendencia y Comisaría, designado por el Intendente o Comisario.
