º. Los Certificados de Reembolso Tributario CERT, creados por la Ley 48 de 1.983, se emitirán en adelante como documentos a la orden y, en consecuencia, para su transferencia se requerirá, además de la entrega del título, su respectivo endoso.

Parágrafo

La expedición de los certificados de reembolso tributario CERT, conforme a lo previsto en este artículo se iniciará a más tardar el 31 de agosto de 1.996. No obstante, hasta la misma fecha también se podrán continuar expidiendo títulos al portador, sin perjuicio de que se hayan comenzado a expedir títulos a la orden.
