Facúltese por tres (3) meses al Presidente de la República para expedir los decretos con fuerza de ley necesarios para poner en marcha el Fondo de Defensa Técnica y Especializada de que trata el presente acto legislativo. Los decretos expedidos bajo esta facultad regirán hasta que el Congreso expida la ley que regule la materia.
