Si el Congreso no dictare en sus sesiones de este año las disposiciones necesarias par arbitrar los recursos que demande la ejecución de las medidas a que se extienden las facultades conferidas al Presidente de la República en la presente Ley, queda éste igualmente investido hasta el 31 de diciembre de 1949 de la facultad de arbitrar tales recursos contratando empréstitos o verificando traslados presupuestales para tal fin.
