La Nación incluirá necesariamente las partidas a que se refiere el artículo anterior en los numerales 2 y 3, en su Presupuesto de la próxima vigencia o en los sucesivos, y los Gerentes y Consejos Directivos de los Institutos a que se refieren los numerales 3 y 4, tomaran las medidas necesarias para su cabal cumplimiento.
