Inspección y vigilancia. La inspección y vigilancia sobre los establecimientos educativos será ejercida en su jurisdicción por el gobernador o el alcalde de las entidades territoriales certificadas, según el caso, quienes podrán ejercer estas funciones a través de las respectivas secretarías de educación.

Dentro del plan operativo anual de inspección y vigilancia, las entidades territoriales certificadas en educación incluirán a los establecimiento educativos cuyas licencias se hayan otorgado durante el año inmediatamente anterior.

Los establecimientos educativos que carezcan de licencias de funcionamiento vigente no podrán prestar el servicio educativo y serán clausurados.
