Prorrógase durante el año de 1966 la vigencia del Decreto 406 de 1959 y de los que lo complementan o adicionan sobre austeridad en los gastos públicos. La Dirección Nacional del Presupuesto, con la intervención de la Contraloría General de la República, podrá disponer que se redistribuyan entre los Ministerios y Departamentos Administrativos los útiles, materiales y elementos sobrantes en unos y faltantes en otros.
