Para acogerse al régimen previsto en el artículo anterior, no bastará la simple inscripción ordenada para todos los capitales extranjeros en el artículo 15 de este Decreto, sino que es necesario un registro especial en la División de Registro de Cambios de la Superintendencia de Comercio Exterior, previa aprobación del Departamento Administrativo de Planeación. Para impartir o negar su aprobación, el Departamento estudiará cada solicitud, teniendo en cuenta, entre otros criterios, la importancia de la inversión proyectada economía nacional y sus efectos sobre la balanza de pagos del país.
