El Ministerio de Obras Públicas podrá aumentar los porcentajes de reserva indicados en el artículo anterior cuando se presentare congestión de carga en los puertos de Puerto Berrío, Barrancabermeja o Puerto Wilches, o reducirlos cuando no habiendo carga en estos puertos, se presentare congestión en La Dorada o Puerto Salgar.
