Art. 2. ° La construccion de las espresadas líneas se verificará por contratos adjudicados en licitacion pública, previa publicacion por la Direccion jeneral de Correos i Telégrafos del correspondiente pliego de cargos ; entendiéndose que la adjudicacion no queda hecha definitivamente ni puede surtir efectos de ninguna clase, miéntras no obtenga la aprobacion del Poder Ejecutivo.
