Artículo primero. Los Jefes de División y Sección de Presupuesto de los diferentes Ministerios y Departamentos Administrativos dependientes de la Dirección Nacional de Presupuesto, son los funcionarios encargados de dirigir las relaciones en materias presupuestales entre dicha Dirección y los correspondientes Ministerios y departamentos Administrativos y por lo tanto el conducto regular de comunicación entre los mismos.

Parágrafo

La Dirección Nacional del Presupuesto se abstendrá de dar curso a los negocios presupuestarios que pretermitan este conducto regular.
