Las resoluciones que se refieren a la lucha contra el alcoholismo, la sífilis, la tuberculosis y demás enfermedades populares, así como las que versen sobre las leyes de higiene y salubridad en las fábricas y empresas públicas y privadas, deber ser sometidas a la aprobación de la Dirección Nacional de Higiene, después de lo cual tendrán fuerza de ley.
