La suma total de que trata la presente Ley será pagada por el Gobierno Nacional al Gobernador de Santander, quien a su vez hará entrega a las respectivas entidades de las partidas señaladas en el artículo primero, reservándose la suma apropiada para la estatua del Libertador, cuya ejecución contratará directamente el Gobierno de dicho Departamento.
