Con las apropiaciones destinadas a los rubros de Transferencia podrán cubrirse los gastos de la vigencia de 1962 y anteriores. Queda prohibido pagar gastos de vigencias expiradas con cargo a las apropiaciones de Servicios Personales y Gastos Generales. También se prohíbe imputar gastos de un programa, subprograma o proyecto a las apropiaciones similares de otros.
