Art. 16. Para la recaudación del impuesto sobre los cigarrillos, el cuál se fija en 94 centavos por kilogramo, que es lo que corresponde a razón de dos centavos por cajetilla del peso de las que actualmente se importan o producen, se mandará fabricar estampillas de valor de dos centavos, de las cuales se adherirá por el respectivo introductor ó productor una á cada cajetilla de cigarrillos.
