Con el fin de fomentar la educación secundaria, destínase la cantidad de veinte mil pesos ($ 20.000) para completar las edificaciones del Colegio Provincial de Pamplona, de manera que pueda dar cabida al número de estudiantes santandereanos que soliciten matricula en dicho establecimiento.
