Art. 46. Los alumnos nombrados por los Estados se obligarán ante los gobiernos de éstos con la garantía de una fianza personal abonada, á terminar los estudios que forman la profesion de agricultura y á prestar, despues de terminados éstos, sus servicios en los establecimientos nacionales de instrucción agrícola, ó bien como Institutores en las Escuelas Normales ó Superiores de los mismos Estados. Se comprometerán, si así no lo hicieren, á devolver al Tesoro todos los gastos que el Gobierno haya hecho en ellos durante el tiempo que permanecieron en el Instituto, y pagarán además los intereses de las cantidades gastadas. § La fianza se constituirá de la manera legal, y el documento en que conste, ó su copia auténtica, si no pudiere disponerse del original, se remitirá al Poder Ejecutivo.
