Artículo segundo. Adscríbense las funciones de Inspectores de Sanidad Vegetal a los Ingenieros Agrónomos al servicio del Ministerio de Agricultura y Ganadería en el Departamento de Bolívar como también a los Ingenieros Agrónomos al servicio del Instituto de Fomento Algodonero en este mismo Departamento, y facúltase a estos funcionarios para ordenar la destrucción inmediata de los cultivos en los meses previstos en este Decreto como también las plantaciones abandonadas y el algodón silvestre que se encuentre en esta zona algodonera.
