Art. 3.° El Gobierno del Estado soberano de Bolívar no podrá dar, en ningún caso i por ningún motivo, a la suma de que, trata el artículo precedente, una inversión distinta de la que en el se determina. Si apesar de esta prohibición lo hiciere, sus rentas quedarán afectadas en favor del Tesoro nacional para otoñar a éste las indemnizaciones correspondientes.
