Art. 3°. El Gobierno podrá ceder a las parroquias de las poblaciones situadas en la zona del Canal y del Ferrocarril de Panamá y que tengan una población no menor de veinte mil almas, de los terrenos que en ellas sean propiedad de la República, las áreas necesarias para la construcción de sus respectivos templos católicos.
