Delegase en las Asociaciones de Municipios que se creen o funcionen conforme a la ley la facultad de reglamentar, distribuir, conceder, suspender o legalizar, en nombre de la Nación, el uso y explotación de las aguas de uso público en los terrenos de su jurisdicción para fines domésticos, industriales o de abastecimiento público, sujetándose, para ello, a las disposiciones nacionales vigentes sobre la materia.
