Art. 123. El Gobierno organizará el personal de la Administración general de Hacienda y determinará sus funciones de manera de obtener que la centralización de las cuentas de todos los responsables del Erario nacional en esa oficina se haga con puntualidad y exactitud y sea efectiva la fiscalización que ella debe ejercer sobre las operaciones de recaudación é inversión de los fondos públicos.
