º. Autorizase al Gobierno Nacional para emitir hasta 360 millones de pesos en documentos de deuda pública interna, que devengarán intereses a la tasa del tres por ciento (3%) anual, pagaderos por cuatrimestres vencidos, y serán amortizados de 20 años, por vigésimas partes, comenzando la amortización un año después de la emisión de la respectiva libranza, sin perjuicio de que el Gobierno pueda recogerlos en cualquier tiempo, total o parcialmente.
