Artículo segundo. No obstante, que la lepra es una enfermedad de declaración obligatoria, tal declaración se hará única y exclusivamente, con carácter reservado, a las autoridades módicas de la lucha antileprosa, cuyos archivos se mantendrán en estricta reserva y no podrán ser franqueados a ninguna autoridad, y mucho menos al público, sin autorización expresa y para cada caso del Jefe de la Lucha Antileprosa.
