Es aquel mecanismo excepcional obligatorio de distribución de afiliados al régimen contributivo, cuando estos no hagan uso de su derecho a la libre elección para traslado del Programa de Servicio Médico Asistencial del Incora -Entidad Adaptada de Salud E.A.S. Incora dentro de los 30 días calendario siguientes a la entrada en vigencia de este decreto.
