Artículo primero. El Fondo Nacional de Ahorro es un establecimiento público adscrito al Ministerio de Desarrollo Económico, que, como tal, goza de personería jurídica, autonomía administrativa y patrimonio independiente. Estará encargado básicamente de recaudar las cesantías de empleados públicos y trabajadores oficiales; de manejar dichos recursos conforme a la ley y a estos estatutos, y de cubrir el valor del auxilio de cesantía a sus beneficiarios, cuando a ello hubiere lugar.
