º. Las entidades, como bancos, compañías, etc., que aspiren a usar máquinas timbradoras para el pago del impuesto que deba ser satisfecho con estampillas, deben celebrar previamente un contrato con el Ministerio de Hacienda por medio del cual se conceda la autorización para adquirir la máquina o máquinas necesarias, y se estipulen las condiciones a que deba someterse la entidad interesada para facilitar el control que debe establecer el Gobierno.
