Queda facultado el Ministerio de Guerra para reglamentar la militarización de los individuos que posean libreta de servicio militar de primera y segunda clases, y que estén comprendidos entre los 21 y los 40 años de edad, dándoles la categoría de suboficiales de los servicios entre los grados de cada 2º y Sargento 1º según su especialidad y competencia .
