Se autoriza al Poder Ejecutivo para contratar la prolongación del ferrocarril de Bolívar hasta la bahía i fondeadero de Nisperal, incluyendo un muelle de hierro con las dimensiones i condiciones necesarias para que puedan atracar en él los buques i cargar i descargar con seguridad i rápidez, pudiendo garantizar el siete por ciento anual de interes hasta por tescientos mil pesos, por el término que dure el actual privilejio, siempre que las Compañías constructoras obtengan del Estado de Bolívar las conseciones de este nuevo privilejio.
