Cuando haya necesidad de hacer un gasto imprescindible a juicio del Gobierno Intendencial, estando en receso el Consejo, y no habiendo partida votada o siendo ésta insuficiente, podrá abrirse un crédito suplementario o extraordinario. A tal efecto solo se requerirá la aprobación de la Comisión de Presupuesto del Consejo.
