Con el propósito de cooperar con los Gobiernos Municipales, las Secretarías de Educación y las Oficinas de Planeación Municipales, los Concejos, y demás entidades gubernamentales y no gubernamentales del sector educativo, en el diseño, formulación, estudio de alternativas de financiación y evaluación de planes, programas y proyectos educativos, a nivel local, créanse las Juntas Educativas Municipales.
