Las mercancías extranjeras que entren al territorio colombiano y las mercancías nacionales que se exporten, quedarán sometidas al pago de derechos de aduana de acuerdo con la siguiente tarifa y las prescripciones de la legislación aduanera del país.

Estos derechos reemplazarán a los que rigen en la actualidad, los recargos legales y el tres por ciento de derechos consulares.
