Parágrafo

En el caso de que no sea posible adquirir directamente de sus propietarios los inmuebles de que trata este artículo, en todo o en parte, el Gobierno Nacional proceder a expropiarlos, mediante los trámites legales del caso, para cuyo efecto se declaran de utilidad pública.
