El trámite administrativo para el otorgamiento de concesiones portuarias, embarcaderos, autorizaciones temporales y homologaciones, podrá iniciarse: 6.1 A solicitud de quienes ejerciten el derecho de petición en interés particular. 6.2 Oficiosamente, por las entidades competentes. 6.3 Por quienes estén interesados en construir, administrar, mantener, rehabilitar y operar los embarcaderos de que trata el numeral 4 del artículo 5° de la Ley 1 ª de 1991. 6.4 Por quienes estén interesados en obtener una autorización temporal. 6.5 Por quienes deban adelantar el trámite de homologación previsto en el artículo 64 de la Ley 1242 de 2008.
