El ferrocarril a que se refiere al artículo 1º de esta Ley, en cuanto fuere posible, se construirá con fondos comunes, y si no fueren estos suficientes, los recursos necesarios podrán tomarse del empréstito o empréstitos que se contraten para obras públicas, siempre que lo permitan las circunstancias fiscales del país y que no sufra ningún perjuicio la construcción de las demás obras ya principiadas.
